[NEW] devel/p5-File-Slurp-Tiny

Hi, ports@:

   Here is a patch to create new port devel/p5-File-Slurp-Tiny,
it is required by the update of devel/p5-Tree-DAG_Node.
   It build well and pass all tests on amd64-6.8 system.
