The idea is that the software should be distributable.
It's not really our job to do upstream's work. If there is a mix of license in their tree, we will most often figure out the most restrictive license (possibly put all found licenses if we're nice). If you really need to have a specific license for <whatever reasons>, you can't possibly avoid doing your own check !!!! That's also a reason why this is just a *comment*. This is meant to be stuff that other porters can possibly verify and check upon, but... that's it really.
