The US changed its crypto export laws nearly a decade ago. Open source software mirrors in particular have zero reporting requirements and are not required to put access controls on their mirrors, period. I actually ran an in-US mirror of MIT kerberos src for a period of time when MIT was lagging on distribution. This was ... a long time ago. I can't speak to other countries' legal requirements.
