devel/riscv-elf toolchain breakage

In my latest amd64 bulk build,

  devel/riscv-elf/newlib
  sysutils/opensbi

failed to build.  Both suffer the same error:

  ld.so: cc1: can't load library 'libisl.so.0.0'

Apparently the riscv-elf compiler toolchain is broken.
Any ideas?
