I used SUPDISTFILES which isn't downloaded by `make fetch'; since I ran `make makesum' which fetches everything, the build worked for me. Here is the correct DISTFILES/EXTRACT_ONLY approach sincde add-tl.cmake is always required, so SUPDISTFILES was incorrect. Thanks.
