It's been annoying me for a long time that the jenkins downloads take an
inordinate amount of time (something between 10-30 min for ~90M).  I
think they keep the mirrors.jenkins-ci.org servers on life support to
keep backwards compatibility. $HOMEPAGE links to get.jenkins.io which
seems to be a proper CDN which also supports TLSv1.3.

Any reason not to switch to those mirrors?
