[NEW]astro/py-pyerfa

Hi, ports@:

   Here is a patch to create new port astro/py-pyerfa, which is
required by the update of astro/py-astropy.

   It build well and run well on amd64-7.1 system. It defined 
NO_TEST=yes because some TEST_DEPENDS had not been
imported into porttree.
