tb@ ran a bulk with go-1.20rc2 and dnscrypt-proxy is broken due to
quic-go, a library. This update to dnscrypt-proxy 2.1.3 makes it
compatible with go 1.20+ landing in February.

I tested quic against go-1.19.4p1. google made quic and google is listed
as a DoH server.
