UPDATE: Telephony: spandsp and callweaver

Hi all,

I updated the callweaver port. Here are the most important changes:

- use callweaver 1.2rc4
- use /etc/callweaver instead of /usr/local/etc for configuration
- use /var/callweaver/... instead of /usr/local/var/callweaver
