v0.25 had already been released by upstream in 2017-07-24, see
[1]. But development has continued since then, with important
changes and fixes, but no new release.
Patch is based on devel/shellcheck and archivers/libmpq, which
use "pl" to bump the version to a commit after upstream's last
official release.
