Just an idea.
Sorry for delay. The file with name 'Návod CZ.pdf' breaks the file list in the Open and Save windows. The 'á' with the hex value 0xe1 is the bad symbol. This file was extracted from zip archive. This problem exists with both en_US.UTF-8 and ru_RU.UTF-8 locales. However, any other files with Unicode symbols created on this machine, for example, with touch or mkdir do not break freecad. This file does not produce any problem on Linux with the same locales. This problem could be system-wide, because gnome also expose this '0xe1' symbol as '?' but not as 'á'
