annoyingly you have to disable the MODCMAKE_PORT_BUILD=yes setting
in cmake.port.mk and add -DVVDEC_ENABLE_BITSTREAM_DOWNLOAD=On (or
otherwise add ~300 distfiles) to get tests to run, they complete
successfully on amd64 IBT
