So, we're waiting Tor Browser which may or may not be released in September?

Let me quote their blog:

Not sure that it is good idea, because we need some room to fix that is
fixed, special if release is targeted in October.

I plan to go in patches to bring support of ffmpeg-9.0 this week, continue
run my bulk and I think that the next week, if amd64 / arm64 bulks are ok
with that fixes, is good time to go ffmpeg-9.0.1 in.

At least it buys a few weeks to test and fix before the lock.
