In Stable? configure finds gpg-error just fine:
checking for gpg-error-config... /usr/local/bin/gpg-error-config
checking for GPG Error - version >= 1.4... no
configure: error: libgpg-error is needed.
-bash-3.2# gpg-error-config --version
1.1
The verson installed by pkg_add is 1.1, not 1.5
