I have the habit to use sudo to upgrade packages (and my daily user had an
umask of 077).
After recent changes in sudo, when I upgraded my packages, files in /etc
where set with permissions corresponding to that umask. It was the case with
pango which gave me a lot of errors.

Maybe it can help...
