Squirrelmail doesn't support a noframes output. It wouldn't work with my cell phone browser. I was briefly disappointed until I discovered an html tag I was unfamiliar with:
<noframes></noframes>

This gave me a very easy fix that works great on browsers that don't support frames (at end of webmail.php, add noframes section):

Has to be inside the <frameset> tag
