Having xbase on a server install is considered not to be a bad thing. Cutting down xenocara into smaller pieces would allow for this kind of stuff, but that's not a current plan. We still have a finite number of human resources. We'd rather devote them to doing useful stuff rather than add more options to ports that will need more testing. Especially since installing xbase is not really an issue. Not these days.
