I'm going to see what the core guys say about src/ on this one. Just so we stay consistent. The crux of the matter is, OpenBSD version numbers are just that, version numbers corresponding to our 6 months release schedule. As far as ABI are concerned, it vaguely reflects reality. Heck, libc major gets bumped more often.
