Maybe because you're supposed to tinker with it, as a porter, in the Makefile proper ? Also, passing it as a parameter to make instead of the environment as zero chance of working correctly through fake. I don't know what you mean by "obvious". Definitely something that's not implied by the documentation. Wishful thinking doesn't create features.
