I do not usually use seamonkey but did real-world testing. Patches inlined below and attached as well for ease of use. With seamonkey things are a bit different: an installed language pack appears as a language add-on and needs to be activated. Activation is supposed to be asked for automagically after restart of Seamonkey. If not it needs to be done manually.
