At this point, I'd suggest just doing "pkg_add -u -D installed" to forcibly
upgrade all packages.

We could try and identify places that need it but I'll bet we miss some.

Fortunately this won't affect release users as the 5.5 upgrade requires
removing and reinstalling everything or forcing an upgrade anyway.

(Note to readers: you may be seeing commits in base again now, but ports
is still locked).
