Schedulers are hard. Finally found the bug that plagued dpb for a few months.
Probably triggered by the inclusion of qt5 (long running nojunk port which happens AFTER kde3 and kde4 have started building). I can't actually clean up a host while a nojunk job is running, even if there's no longer any kde3/kde4 activity on that host...
