I could do so, but whatever william@ prefers to do?  I sent him my
patch, and he said he will update it after ports unlock.

WANT_PRIVSEP was dropped in favour of WANT_DOTLOCK for v14.8.4 and
later.  From s-nail-14.8.9/NEWS:

  . WANT_PRIVSEP and PRIVSEP_GROUP have been dropped.

  . New option: WANT_DOTLOCK, by default enabled.

...
In effect, using `WANT_PRIVSEP=0' with s-nail-14.8.9 results in
installing /usr/local/libexec/s-nail-privsep anyway.
