I received a reply from a team member of Frozensand, with permission to
copy his reply.  Here is what he had to say:

 You are allowed to freely distribute the game and its assets online
 (whether it is a package on some mirrors or the distfile) as long as they
 remain unmodified (i.e. the assets in our pk3 files may not be altered in
 any way).

Would that be good enough for us to set PERMIT_PACKAGE_FTP and
PERMIT_DISTFILES_FTP to Yes for the data?
