We usually only set NO_TEST if it's not implemented and fails with an
error, if it's just not implemented and exits cleanly the standard in ports
is to not set NO_TEST.

Makefile:24 uses spaces instead of tabs.
OK with NO_TEST=Yes as upstream's `check' target does nothing but
depending on `all-am'.
