[NEW] net/p5-Net-IP-Minimal 0.06 (p5-POE* update pre-reqs 7/8)

Hi ports!

I'm proposing Net::IP::Minimal, a subset of Net::IP that can validate
and guess versions of IP addresses.

It will be needed to update net/p5-POE-Component-Client-Keepalive. 

'make test' runs fine.
