I think this one needs another MAKE_ENV
-MAKE_ENV += TEST_POD=1
+MAKE_ENV += TEST_POD=1 RELEASE_TESTING=1
and we don't need the BUILD_DEPENDS+=${TEST_DEPENDS} line.
