You need to 'cvs rm' if the file has been removed. The options in the default .cvsrc that you get when adding a new user on OpenBSD will include those changes automatically (specifically the -N). However if you read the existing patch you will see why it is there: it was added to fix the build on some architectures. Then if making a further change *without* updating to a new version then you would add REVISION=0, then update to 1, 2, etc.
