Bom dia,
Repeti o processo num 64 bits (no meu portátil) e funcionou. Packages
instalados:
geotiff-bin libgeotiff-dev libgeotiff-epsg libgeotiff1.2 libgeotiff2
Confirma que tens:
/usr/include/geotiff/*
/usr/lib/libgeotiff.a
Não sei o que se passa com a tua configuração. Devia dar sem grandes
problemas.
Para fazer um debug mais cuidado, faz o seguinte: altera a script
utilizada /usr/bin/gdal-mrsid-build de modo a que a mesma não remova a
pasta temporária. Para isso, faz:
sudo gvim /usr/bin/gdal-mrsid-build
e comenta a última linha.
Executa a script e, depois, vais à pasta temporária em
/tmp/libgdal-mrsid-build.* e olha para o config.log. Vê se descobres
alguma coisa interessante.

Também já vi uma discussão mais antiga nos forums da OSGeo mas

chegaram a nenhuma conclusão.
Tenho instalado as bibliotecas libgeotiff-dev libgeotiff1.2 e
libgeotiff2
1. Na minha cábula, as únicas libraries que instalei foram:
sudo apt-get install geotiff-bin libgeotiff-dev libgeotiff1.2
Vê se é essa geotiff-bin que não referiste que faz a diferença.
2. Estás a usar a versão 64 bits, certo? É isso que queres? Com a
versão de 64 bits é sempre mais manhoso acertar nas libraries (ié,
tens que ter as lib de 64 bits e eventualmente algumas de 32 bits).
Sugiro que uses a de 32 bits.
