For those wishing to know: a minor report from 1852 from Kensington, London. The Institute was pressing for a public library in Kensington, which at the time was very prosperous, and falling behind other cities in the UK which had formed libraries. A nice aspect is that the current Kensington Library allowed their copy of this to be used for the transcription. They're a nice bunch.
