For those wishing to know: an administrative document full of tables of figures, wranglings over powers etc. Charles Lahee was the Vestry Clerk for years in Chelsea, and although he didn't "write" the report, it should probably be considered anonymous, nevertheless most of the words etc. were by him. There's a massive table in this one - saying which elected officials attended which official meetings - it's mainly blank!
