For those wishing to know: Lord Grosvenor was Patron of a Welsh-language
Society that had been founded in Chester to provide help to those living
in Chester who had little English, there being at least one thousand such
in 1832 when it was written. It's a history of the Society, explains what
it was doing and why etc.
