For those wishing to know: In 1854 some in the UK were becoming
uncomfortable with the bullying taking place in public schools. Vaughan,
head of one of the most famous England school (Harrow), wrote to Lord
Palmerston (then Home Secretary) defending that Harrow let the older boys
use corporal punishment on the younger ones. Three years later Tom
Brown's Schooldays was published.
