May I ask, why do you want other charsets? At this point my 
interpretation is that Unicode has won, and I feel no pangs of 
nostalgia for charsets guessers, so I am curious why you want 
this.

(BTW, the best short-string charset guesser I have seen still 
worked badly for strings shorter than about 15 letters.)
