This is typical for what happens after the qmgr is restarted (with
"postfix reload" or otherwise). Mail is moved from the active queue
to the incoming queue, and is left there for some 10 minutes.

This is also typical for what happens after qmgr is restarted.
Only mail that has been left alone for some 10 minutes will show
up in the active queue.
So, can you answer Victor's question: how often does the qmgr
process ID change in the maillog file?
