I used "such a setup" for some time, with restriction classes to block
all but allowed users.

But as usual, what was a tiny list started getting more members... and
with a list manager, you can delegate list administration/moderation
easily. moderator doesn't need access to a map, be that a file, an sql
db or ldap... etc.

and there's nothing overkill in setting up mailman...
