That is the 'postfix-out' instance.
> # postconf -n -c /etc/postfix-out inet_interfaces
> inet_interfaces = 127.0.0.1
And the 'postfix-out' instance uses only the loopback address.
> postfix[1361]: fatal: parameter inet_interfaces: no local interface found
> for 130.250.NNN.197
That is not the 'postfix-out' instance.
Perhaps you need to look at *that* main.cf file.
