We have no way to help you on this. The reason is only known by MS itself. If I was you, I will check the following stuff on my end,
1. sender IP reputation (listed in any RBL?) 2. sender IP reverse DNS and hostname 3. sender IP action (any bulk sending?) 4. helo hostname 5. message body (any sensitive keywords?) and header (deformed header?) 6. SPF, dkim and dmarc settings 7. smtp dane (if have) if all got nothing then I will contact MS support directly.
