Hey!

Did you do this in master.cf:

smtp_without_tlsrpt   unix    -       -       -       -       -       smtp
    -o smtp_tls_security_level=may
    -o smtp_tls_policy_maps=static:may
    -o smtp_tlsrpt_enable=no

It‘s important that you set smtp_tlsrpt_enable=no in master.cf for the new 
named smtp process.
(Sending tlsrpt for dmarc is ok though.)
