You can of course *try* to configure Postfix to allow TLS 1.0, and it
might even look like you've done it, but in practice, if your OpenSSL
library is at all recent, TLS 1.0 will not in fact be available. For
that you'd need to load the OpenSSL "legacy" provider, which I doubt
many on this list have ever done.
Whether the administrator knows it or not, most Postfix systems are by
now likely only capable of TLS 1.2 and TLS 1.3.
