No, it's not. As said by others earlier, that's not ASCII, and therefore will not appear in a human-readable form in the subject line that header_checks can deal with. It's going to be either Subject: =?utf-8?q?Pulitore_WC_Pi=C3=B9_Votato_2025?= or Subject: =?utf-8?B?UHVsaXRvcmUgV0MgUGnDuSBWb3RhdG8gMjAyNQo=?= that is, quoted-printable or Base64 encoded.
