Cached TLS sesion state is needed to resume TLS sessions with minimal delay.
However, all Postfix caches must be stored under the Postfix-owned
$data_directory.
They must NOT be stored under the root-owned $config_directory, not
under the root-owned $queue_directory, and so on.
