I do not know. It is "supposed" to be sending our alert
e-mails but all I see is connects, disconnects and nothing
else. It is like the alert application server is sending
nothing which is what I suspect.
IIRC, the first queue would be the active queue and if email
files are not found there, then something is broken on this
alert application server.

If it's not in the logs then there was no mail sent (or your
logging subsystem is very badly broken).
Probably the next step is to capture a TCP recording from the
misbehaving host. Very likely that will confirm a normal
connect/disconnect sequence with no data attempted, then you
can get on with debugging the application that should be
sending the mail.
