The pipe(8) daemon DOES NOT implement POLICY PROTOCOL that is
described in SMTPD_POLICY_README.html.

The pipe(8) daemon may be used to implement the CONTENT FILTER
protocol is described in FILTER_README.html.

You are confusing the POLICY PROTOCOL and the CONTENT FILTER
protocol.
