Prior to this, with Sendmail 8.x, I hadn't seen this for a long time.
My configuration was basically similar (if you can call it that).
Postfix is throttling these, at least:
Jun 9 23:49:14 mail postfix/smtpd[17263]: warning: Connection rate
limit exceeded: 9 from unknown[71.19.249.5] for service smtp
