This is not the right test. Try:
$ getent passwd filter

Well, your nsswitch.conf might not use /etc/passwd for user lookups,
or some nsswitch module might not be installed, ... If you're using
"db", you might need something like (example for Debian):
# cd /var/lib/misc; make
