A policy service can impose that restriction on the message envelope.
Do this as close as possible to the user-agent (at the submission
service or in the user's MUA if you can control rules at the
desktop).

Postfix is PGP and S/MIME agnostic.  Enforcement of content encryption
requires plugins, milters, content filters, SMTP proxy appliances...
