One message does not imply one recipient.  Are you sure that the
Barracuda did not reject one of the recipients?

The Cc: field allows the message recipients to reply to everyone
else (disclosed) who received the email.  It is not used in email
routing.  The sender's MUA parses the Cc: field to set the initial
message envelope.

No, a message can and often does have multiple envelope recipients.
