This, and /etc/passwd, is used for address validation: is
this a valid email address for users or aliases that exist
on this machine.

Assuming that this is used in a check_recipient_access rule,
this is used primarily to reject mail. 

The two are used together like this: the recipient must not be
rejected by check_recipient_access, and the recipient must be valid.
