I did a traceroute to the first five sites that fail according to the link
OP provided (Moscow west 1, Moscow north-east 2, Apatity, Yekaterinburg
north and Yekaterinburg south). Here are links to results:

It looks like three of them are reaching www.postfix.org via Hetzner
network and the traceroute stops on host ra.horus-it.com (65.108.3.114) -
probably the last one in AS24940.

The other two (Moscow north-east 2 and Yekaterinburg south) seem to have
their own issues as traceroute doesn't reach outside their own AS (in second
case it even doesn't reach past the first hop).
